Vor NATO-Gipfel: Polizei hat auf Eskalation geschaltet – Politische Protestaussagen sollen verdrängt werden
Stuttgart/Bonn, 29. März 2009. Die Kampagne NATO-ZU, die für den NATO-Gipfel in Strasbourg gewaltfreie Proteste und Aktionen Zivilen Ungehorsams vorbereitet, kritisiert das Verhalten von Politik und Polizei im Vorfeld des Gipfels. Statt zu deeskalieren, werde der Konflikt schon jetzt vonseiten der zuständigen Behörden mit absurden Gefahrenprognosen zugespitzt. Das angekündigte harte Vorgehen der Polizei, scharfe Grenzkontrollen, und die Umwandlung von Baden-Baden und Strasbourg in polizei-militärisch gesicherte Festungstädte sollen eine abschreckende Wirkung auf potentiell Teilnehmende an den Protesten bewirken. Die bundesdeutsche Regierung exekutiert nach Heiligendamm erneut den grundgesetzwidrigen Einsatz der Bundeswehr im Inneren . So sollen viele Bürgerinnen und Bürger von ihrem Grundrecht auf Versammlungsfreiheit abgehalten werden. Die Grundrechte der EU-Bürgerinnen und Bürger sind offensichtlich im Ernstfall für die politisch Herrschenden nur lästig und beliebig aufhebbar.
Obwohl die Organisatoren des Vorbereitungs-Camps in Strasbourg die inakzeptablen Auflagen (20.000 Euro Kaution und die Benennung von 150 verantwortlichen Personen) vertraglich weitestgehend ändern konnten, werden alle Personen vertragswidrig beim Camp-Aufbau von der französischen Polizei generellen verdachtsunabhängigen Identitätskontrollen unterzogen. Damit werden auch die Vorbereitungen und Trainings in gewaltfreiem Verhalten behindert. Zugleich wird mit solchem Eskalationsverhalten – wieder einmal – politisch gezielt der Focus der öffentlichen Wahrnehmung der Proteste auf die Gewaltfrage gelenkt und der Widerstand kriminalisiert. Die Inhalte der Proteste, die von den Demonstrierenden zum Ausdruck gebracht werden, geraten völlig aus dem Blickfeld. Die Kampagne NATO-ZU fordert deshalb vor allem die Vertreterinnen und Vertreter der Medien auf, die Kritik der Protestbewegung inhaltlich und sachlich darzustellen.
Die Proteste richten sich gegen ein NATO-Gipfeltreffen, auf dem die Regierenden erneut ihre völkerrechtswidrige Strategie für weltweite Interventionskriege betonen und verfestigen wollen. Dazu gehört der Anspruch, Kriege für eigene Wirtschaftsinteressen unabhängig vom Völkerrecht führen zu dürfen und eine weitere Marginalisierung der UNO durch die NATO. Zusätzlich will sich das Bündnis den Ersteinsatz von Atomwaffen auch zur Verhinderung von nuklearer Proliferation vorbehalten, statt den Abrüstungs-Vorgaben des Atomwaffensperrvertrages zu folgen. Die Protestierenden fordern von der Bundesregierung vor allem den sofortigen Truppenabzug aus Afghanistan, die Beendigung aller militärischer Interventionskonzepte von Bundeswehr, EU und NATO und die Aufgabe imperialistischer Interessen als Ziele der Militärpolitik (vgl. Weißbuch, Verteidigungspolitische Richtlinien). Nicht die Stärkung der zivil-militärischen Zusammenarbeit wie von Angela Merkel in ihrer Regierungserklärung gefordert darf im Vordergrund stehen, sondern der Austritt der Bundesrepublik aus der NATO als ein erster Schritt zu deren Auflösung.

Avant le sommet de l’OTAN - La police se prépare à l’escalade – des protestations politiques vont être supprimées

La campagne NATO-ZU organise des protestations non-violentes et des actions de désobéissance civiles contre le sommet de l’OTAN à Strassbourg. Elle critique le comportement de politiciens et de la police dans le contexte des préparatifs pour le sommet. Au lieu d‘une déescalade, le conflit serait dès maintenant empiré du côté des autorités respectives par des pronostics absurdes de danger. La rigorosité annoncé de par la police, les contrôles sévères à la frontière et la transformation de Bade-Bade et Strassbourg en villes fortifiées et protégées par police et militaire sont destinés à avoir un effet décourageant sur les participants potentiels des protestations. Le gouvernement fédéral d’Allemagne pratique après Heiligendamm de nouveau l’entrée de l’armée féderale en action à l’intérieur du pays, ce qui contredit la Loi fondamentale. De cette facon on veut empêcher les citoyennes et citoyens d’exercer leur droit fondamental de réunion. Apparemment, en cas de besoin les droits fondamentaux de la citoyenneté européenne sont embêtants et arbitrairement à annuler aux yeux des dirigeants.
Les organisateurs du camp préparatif à Strassbourg ont pu modifier par un contrat la plus grande partie des conditions inacceptables, telles que 20.000 € de caution et la dénomination de 150 responsables. Malgré cela toutes les personnes engagées à monter le camp sont – en violation du contrat – soumis par la police francaise à des contrôles d’identité généraux et indépendents d’un quelconque soupcon. C’est ainsi que l’on empêche entre autres la préparation et l‘entraînement en comportement non-violent. Par une telle attitude qui contribue à l’escalade on focalise une fois de plus la perception publique des protestations sur la question de la violence tout en criminalisant la résistance. Ce qui s‘éloigne absolument de l’attention publique ce sont les thèmes substantiels exprimés par les manifestants. C‘est pour cela que la campagne NATO-ZU fait appel avant tout aux représentantes et représentants des média de bien vouloir décrire la critique du mouvement protestataire selon les thèmes et de manière objective.
Les protestations se dirigent contre un sommet de l’OTAN où les dirigeants veulent une fois de plus souligner et renforcer leur stratégie qui est contradictoire au droit international en envisageant des guerres d’intervention. Cela implique la revendication de pouvoir mener des guerres pour leur propres intérêts économiques indépendamment du droit international - ce qui signifiera la marginalisation continue de l’ONU par l’OTAN. En plus, l’alliance veut se réserver le droit d’utiliser les premiers des armes nucléaires, entre autres pour empêcher la prolifération nucléaire, au lieu de suivre les directives de désarmement du Traité de Non-Prolifération. Les protestataires exigent du gouvernement fédéral avant tout le retrait immédiat des troupes de l’Afghanistan, l‘annulation de toutes les conceptions d’intervention militaires et l’abandon des intérêts impérialistes comme objectifs de la politique militaire (voir le Livre Blanc, les Directives de la Politique de Défense). Ce n‘est pas la consolidation de la coopération civile-militaire exigée par Angela Merkel dans sa déclaration gouvernementale qui doit être au premier plan, mais la sortie de la République Fédérale de l’OTAN comme premier pas vers la dissolution de cette alliance.

Before the NATO summit: Police switches to escalation – the political message of the protest is to be sidelined
Stuttgart/Bonn, 29 March 2009. The campaign NATO-ZU/Shut down NATO, which is preparing nonviolent protests and actions of civil disobedience for the NATO summit in Strasbourg, criticises the behaviour of politicians and police in advance of the NATO summit. In stead of deescaling, the conflict is already now being escalated by the authorities using an absurd prognosis of threats. The forceful acting of the police that has been announced, strong border controls, and the conversion of Baden-Baden and Strasbourg and fortress cities protected by the police are aimed at discouraging potential participants from participating in the protests. After the G8 in Heiligendamm in 2007, the German government once again uses the German military for internal security, in contravention of the German constitution. This is to prevent many citizens from using their basic right of freedom of assembly. It seems obvious that to those in power the basic rights of EU citizens are just an inconvenience and can be annulled at will.
Although the organisers of the preparation camp in Strasbourg were mostly able to change the conditions for the camp in the contract which were not acceptable (20,000 Euros of deposit and the naming of 150 persons who would be responsible for certain areas), all those present at the setting up of the camp are – in contradiction to the contract – checked by French police and subjected to identity checks without any suspicion of crime. This also obstructs the preparation and training for nonviolence action. At the same time this kind escalation – once again – focusses public perception of the protests on the issue of violence and criminalises the resistance. The issues which the protesters want to raise are sidelined and get our of view. The campaign NATO-ZU/Shut down NATO therefore demands from all representatives of the media, to report correctly on the critique of the protest movement.
The protests are aimed at a NATO summit where those in government once again will stress and strengthen their strategy for world-wide wars of intervention, in contravention to international law. This includes the claim to be able to fight wars to secure economic interests, independent of international law, and to further marginalise the United Nations. In addition, the alliance wants to include a first-strike option for nuclear weapons also to prevent nuclear proliferation, in stead of complying with the disaramament demands of the Non-Proliferation Treaty. The protestors demand from all NATO governments the immediate withdrawal of troops from Afghanistan, an end to all military intervention concepts of the European Union and NATO, and the abandonment of all imperialist interests as objectives of military policy (i.e. European Security Concept). Not the strengthening of civil-military cooperation, as demanded by Angela Merkel in her statement, is to be the priority, but for Germany and other European countries a withdrawal from NATO as a first step towards a final dissolution of NATO.

Öffentliches Aktionstraining von BLOCK NATO in Strasbourg
Mit einem Aktionstraining von etwa 50 AktivistInnen auf dem Strasbourger Place de la République stellte sich am 8. März 2009 die Initiative BLOCK NATO der Öffentlichkeit vor.
Aktionstrainings spielen eine wichtige Rolle in unseren Vorbereitungen. Die Teilnehmenden üben, wie sie ohne Eskalation Polizeiabsperrungen überwinden können und welche Blockadetechniken es gibt. Am wichtigsten ist aber das Selbstvertrauen, dass die BlockiererInnen durch die Rollenspiele gewinnen.?, erklärt Brigitte Bastian von den Désobéissants Civiles aus Strasbourg den Hintergrund der Aktionstrainings.
Der 60. Geburtstag eines aggressiven Militärbündnisses, das für tausende ziviler Opfer in Afghanistan verantwortlich ist, das sich noch immer den Ersteinsatz von Atomwaffen vorbehält und dessen Mitglieder einen Anteil von 70% an den weltweiten Militärausgaben haben, ist kein Grund zum Feiern.?, sagt Inez Louwagie, von der belgischen Gruppe Bombspotting und dem internationalen Netzwerk NATO-ZU.
Wir sprechen dem NATO-Gipfel jede Legitimität ab und erklären offen, dass wir mit den Mitteln des Zivilen Ungehorsams Widerstand leisten werden. Tausende von Menschen werden am 4. April die Zufahrtsstraßen zum Gipfel besetzen. Sie werden sich von der Polizei weder provozieren noch aufhalten lassen und ihrem ?NEIN? zu Krieg und Militarismus durch einen bewussten Regelübertritt Ausdruck verleihen.?, erklärt Christoph Kleine von der ?Interventionistischen Linken? aus Deutschland das Aktionskonzept von BLOCK NATO.
Die Absicht der französischen Behörden, Proteste in weiten Teile von Strassbourg völlig zu verbieten und zahlreiche EinwohnerInnen in den roten Zonen zu Geiseln des NATO-Gipfels zu machen, sind völlig inakzeptabel und widersprechen eklatant demokratischen Prinzipien. Mit unseren Aktionen werden wir auch deutlich machen, dass wir diesen Versuch der NATO sich vor Kritik und Protest abzuschirmen, nicht akzeptieren werden.?, erklärt Brigitte Bastian abschließend.

Les formations de désobéissance civile sont très importantes dans nos préparations. Les participants s?entraînent à différentes techniques de blocage, notamment de quelle manière ils peuvent contourner les barrages policiers sans provoquer de tension. Par-dessus tout le but recherché de ce type de jeu de rôle est de donner confiance aux militants, explique Brigitte Bastian des « Désobéissants civils de Strasbourg.
Le 60ème anniversaire d?une alliance militaire agressive qui est responsable de milliers de victimes en Afghanistan, et qui persiste sur l?option des premières frappes nucléaires, par ailleurs dont les Etats membres ont une part de 70% des dépenses militaires mondiales, n?est pas une raison pour fêter », déclare Inez Louwagie du groupe belge Bombspotting, et du réseau international NATO-ZU.
Le sommet de l?OTAN n?est pas légitime. Nous déclarons que nous résistons sous une forme de désobéissance civile. Dans la matinée du 4 avril des milliers de personnes vont occuper les rues qui mènent au sommet. Ils ne vont être ni provoqués ni empêchés par la police et vont exprimer leur claire opposition à la guerre et au militarisme par un acte de désobéissance consciente », explique Christoph Kleine du réseau allemand « Interventionistische Linke ».
Il est inacceptable que les autorités francaises interdisent des actions de protestation dans une grande partie de Strasbourg, et qu?une partie des habitants des zones rouges soient pris en otage du sommet de l?OTAN. C?est une flagrante contradiction avec les principes démocratiques. Par nos actions nous affirmerons que nous n?accepterons pas l?essai de l?OTAN de se protéger de toutes protestation et critiques », conclue Brigitte Bastian.

Civil Disobedience Training of BLOCK NATO in Strasbourg
On 3 and 4 April, NATO will meet in Baden-Baden and Strasbourg to celebrate its 60th anniversary. Activists from all over Europe are preparing a wide range of protest activities against this summit.
On 8th March 2009 some 50 activists presented the initiative BLOCK NATO
with a public civil disobedience training in Strasbourg to the public.
"Civil disobedience trainings are very important in our preparations. The participants train several blockading techniques, i.e. how they can come through police lines without causing an escalation. But the most important effect is that the activists gain a lot of self-confidence through this kind of role-plays.”, explains Brigitte Bastian from “Désobéissants Civils Strasbourg” the concept of the trainings. „The 60th anniversary of an aggressive military alliance that is responsible for thousands of civilian casualties in Afghanistan, that still holds on to first use of nuclear weapons and has a share of 70% of the global military spending, is no reason to celebrate”, says Inez Louwagie of the Belgian Group Bombspotting and the international network NATO-ZU. „The NATO-summit has no legitimacy. We declare openly that we resist by means of civil disobedience. In the morning of 4th April thousands of people will occupy the streets leading to the summit. They will neither be provoked nor hindered by the police and will express their clear “No” to war and militarism with an act of conscious disobedience”, explains Christoph Kleine from the German network “Interventionistische Linke” the plans of BLOCK NATO. „The plans of the French authorities to completely ban protests in large parts of Strasbourg and to take numerous inhabitants in the red zones as hostages of the NATO-summit is unacceptable and a flagrant contradiction to democratic principles. With our actions we will make clear that we will not accept this attempt of NATO to block them off from any protest and criticism”, concludes Brigitte Bastian. Vorstellung der Initiative BLOCK NATO mit öffentlichem Aktionstraining
Sonntag, 8. März 2009, 13 Uhr, Place de la République, Strasbourg
Initiativen, Netzwerke und AktivistInnen der Friedens- und Antikriegsbewegung aus mehreren europäischen Ländern haben auf der Aktionskonferenz am 14./15.2.2009 in Strasbourg die Initiative BLOCK NATO gegründet. Die Initiative BLOCK NATO hat sich zum Ziel gesetzt, den NATO-Gipfel effektiv zu blockieren und zu stören, indem am Morgen des 4. April tausende Menschen die Zufahrtswege zum Tagungsort in Strasbourg besetzen und den Gipfel so von seiner Infrastruktur abschneiden.
Wir sind der Überzeugung, dass der NATO-Gipfel als Treffen eines Kriegsbündnisses keinerlei Legitimität besitzt und daher Aktionen des Zivilen Ungehorsams notwendig und gerechtfertigt sind. Die Aktionen des Zivilen Ungehorsams sind - wie Camps, Gegenkongress und Demonstration - ein Teil der vielfältigen Proteste gegen den NATO-Gipfel.
Wichtiger Bestandteil unserer Vorbereitungen sind Aktionstrainings, also Rollenspiele, in denen sich die TeilnehmerInnen auf die geplanten Massenblockaden vorbereiten. Am 8.März wird in Strasbourg ein öffentliches Aktionstraining stattfinden, um über die Mittel und Methoden des Zivilen Ungehorsams zu informieren.
Bei dieser Gelegenheit werden die SprecherInnen der Initiative Block NATO zu folgenden Fragen Stellung nehmen:
- Warum halten wir den NATO-Gipfel für illegitim und Aktionen des Zivilen Ungehorsams für gerechtfertigt?
- Was soll die Blockade des NATO-Gipfels symbolisch und praktisch erreichen?
- Was verstehen wir unter Zivilem Ungehorsam und wie wollen wir unsere Aktionsziele trotz des zu erwartenden riesigen Polizeiaufgebots erreichen?

Présentation de l'initiative "bloquer l'OTAN" avec entraînement public à l'action.
Dimanche, 8 mars 2009 / 13 heures / Place de la République / Strasbourg
Des groupes, réseaux et militant(e)s des mouvements de paix et anti-guerre de plusieurs pays européen ont lancé l'initiative "Bloquer l'OTAN" lors de la conférence d'action contre l'OTAN les 14 et 15 février à Strasbourg. L'initiative "Bloquer l'OTAN" a pour but de bloquer et perturber de manière efficace le sommet, avec des milliers de personnes, en occupant les accès sur les lieux du congrès, pour couper le sommet de son infrastructure.
Nous croyons que le sommet de l'OTAN, en tant que réunion d'un réseau de guerre, n'a aucune légitimité et que des actions de désobéissance civile sont alors justifiées et nécessaires. Comme les villages, le contre-sommet et les manifestations, les actions de désobéissance civile font partie d'une même dynamique de protestation contre le sommet de l'OTAN.
Une partie importante de notre préparation sera un entraînement à l'action, sous forme de jeu de rôle, dans lequel les participant(e)s se préparent aux blocages de masses. Le 8 mars, à Strasbourg se déroulera un entraînement public, afin de sensibiliser et d'informer sur ces pratiques de protestation de désobéissance civile.
A cette occasion, les porte-parole de l'initiative "Bloquer l'OTAN" pourront expliquer notre démarche en répondant entre autres aux questions suivantes:
- Pourquoi considérons-nous le sommet de l'OTAN comme illégitime et les actions de désobéissance civile justifiées?
- Quels sont les buts pratiques et symboliques du blocage du sommet de l'OTAN?
- Qu'entendons-nous par désobéissance civile? Comment comptons-nous atteindre notre but malgré le dispositif policier massif qui sera mis en place?
